According to Appendix II of the Vietnam Veterans of America Constitution, adopted November 9, 1983 and amended August 1, 2003, the Constitution Committee is a Standing Committee “established at the various levels of the organization” and it “shall serve to advise the Board of Directors as to matters of interpretation of the provisions of this Constitution, in accordance with guidelines and determinations of the Corporation”. The Committee, may also, from time to time, review the by-laws, policies, and procedures of the Chapter to ensure compliance with the National Constitution.

It is solely at the discretion of the President to appoint a Constitution Committee and its Chairperson. The members of the committee shall be appointed by the Chairperson from the members of the Chapter. Non-voting Special Advisors may be appointed to the committee from among qualified citizens.

The members of the committee shall serve for a term terminating at the annual meeting of members when the term of the President who appointed the Chairperson of the committee terminates. A member of the committee may be reelected or reappointed to additional terms, as long as the individual remains a member in good standing of the corporation. The Board of Directors of the Chapter, by vote of the majority of its members, may remove the chairperson of the committee in accordance with the provisions of this Constitution, and the rules, procedures, and directives of the Corporation.
